Library Board Committees Print

I.          Development & Fundraising Committee

A.        Duties:   The Development & Fundraising Committee works with the Library Director to identify and develop grant and fundraising opportunities. The primary financial objectives are new sources of funding that will supplement the library’s tax revenue base and to support new programming and services identified by the Director. These will primarily come from the following sources:

Public and private grants;

Unrestricted contributions to the Ferndale Public Library;

Income from an endowment fund established by the Library;

Income donated by the Friends of the Ferndale Library generated by Friends events.

The Development & Finance Committee will coordinate with the Friends of the Ferndale Library to best meet the needs of the Ferndale Public Library. To those ends, one member of the D&F Committee will serve as the Board liaison to the Friends, and the Friends will designate at least one person to serve as the Friends liaison to the Committee.

II.        Finance & Building Committee

A.        Duties: The Finance & Building Committee works with the Library Director to develop a fiscally responsible and innovative budget that takes into account changes in Library programming, material and facility needs. The Finance Committee regularly reviews financial reports, comparing budgeted to actual results, with the Director, as well as other issues related to the Library’s financial services provider (currently the City of Ferndale) that the Director deems relevant. Examples of these matters include payroll services, accounts payable, revenue and cash management, and audits, in addition to routine financial reporting.   The Finance Committee works with the Director to develop and review policies that are related to financial matters.

 

The Committee also has the following building responsibilities:

Periodically review the budget and oversee the building maintenance and repair program by:

• Requesting the Board to commission a Replacement Reserve Study by the architect, and using that study as a guide in multi-year budget studies;

• Create a building systems and furnishings maintenance schedule;

• Advise the Board on contracting for building systems maintenance and repair.

III.       Personnel Committee

A.        Duties: The Personnel Committee prepares the annual performance evaluation of the Library Director, works with the Director in drafting and recommending to the board personnel policies & procedures, and addresses other personnel issues as presented to the committee by the board, staff and/or the Director.

B.         Members:

IV.       Bylaws, Policies & Procedures Committee

A.        Duties: The Bylaws, Policies & Procedures Committee is responsible for drafting proposed bylaws and revisions to bylaws and for drafting policies & procedures, revising/updating existing policies & procedures when necessary and maintaining a Bylaws, Policies & Procedures Manual.

V.        Art & Exhibitions Committee

A.        Duties: The Art & Exhibitions Committee is responsible for organizing exhibitions, displaying loaned art objects, acquiring books for the permanent collection, recommending to the board accepting donated art or purchases, and establishing policies for carrying out its duties per Policy 15.
